“BARTER MUST BE OPEN”, “WHAT TO SUBSTITUTE FOR DEFICIENT RUBLES AND DOLLARS?” and “HOW TO ATTRACT NEW CUSTOMERS” – billboards with these words were installed on the biggest highways of the city.
